Rear Admiral Chester "Hammer" Cain is a senior official in the U.S. Navy and the opening antagonist in Top Gun: Maverick.

RADM Cain plans to shut down the hypersonic "Darkstar" scramjet program and redirect the funds to other drone programs. When designated program test pilot CAPT Pete "Maverick" Mitchell hears this, he decides to take the prototype to its Mach 10 speed objective before Cain can arrive. Maverick reaches Mach 10 but decides to push further into high-hypersonic speed, resulting in the prototype's destruction.
Cain insists on grounding Maverick, but before he could do so, Maverick receives orders to NAS North Island as an instructor, by ADM Tom "Iceman" Kazansky. Cain relays the orders to Maverick. However, Cain tells Maverick that the era of manned aircraft will soon end and eventually be replaced by drones.

- Cain telling Maverick that the era of manned fighter jets will eventually end might be a reference to the original plot of Top Gun 2 from its early director, Tony Scott. The plot would involve drones replacing fighter jets. The plot was eventually abandoned when Tony Scott committed suicide by jumping off the bridge.
